TS Performance has come out with an actual diesel tuner, there is a big difference between a tuner and a downloader.
A downloader or programmer plugs into the OBD2 port and actually re-writes the program files in the vehicles ECM. Most programmers and downloaders advance timing and adjust fuel pressure to increase horse power.
The problem with advanced timing and rail pressure is it creates more diesel particulates to be produced. So running a programmer on a vehicle still equipped with a diesel particulate filter will result in that vehicle going through more regen cycles than normal. While this will result in an increase in horse power when the programmer is first downloaded, over time those extra particulates will begin clogging up the Diesel Particulate Filter. A clogged filter is going to kill power and the truck is going to start dropping fuel economy rapidly.

Injector pulse width and duration determines at what point of piston position the fuel is injected and how long the injector remains open. By squirting fuel at the piston at just the right time will result in a much hotter and cleaner burn of that fuel. The heat that occurs during fuel combustion is what makes power, how much heat is produced determines how completely the fuel is burned.
If you can accomplish a more complete burn of the fuel, you are going to reduce the amount of diesel particulates leaving the cylinder head. This means more power, fewer regeneration cycles and ultimately better fuel economy.
